Reports To: HSEQ Manager/Site Manager
Job Location: P66 Rodeo
FLSA Status: Non-Exempt
Salary Range: $60.00 -$64.00 Hourly
POSITION SUMMARY:
  • Reports to the Regional Safety Manager based on reporting region and field assignment/location.
  • Responsible for implementing and maintaining the Corporate Health, Safety, Security and Environment
(HSSE) programs for assigned areas of work as directed.
  • Develops a thorough working knowledge of the HSSE functions as they relate and correspond to regulatory compliance, company policy and procedures, client procedures and best practices.
  • Ensures worksites assigned to are compliance with corporate standards, government regulations and client standards.
  • Performs safety coaching and mentoring with operations and safety.
  • Develops reports, plans, conducts assessments, provides trend analysis, manages records, and interfaces on a regular basis with client’s project/site personnel.
  • Prepares technical reports and plans for new and existing work activities.
  • This position requires the ability to effectively influence an organization at all levels to achieve safety performance standards developed.
FUNCTIONS OF THE JOB:
  • Provides expertise, implementation, leadership and coaching during incident investigations, including causal factor determination and corrective actions plans.
  • Manages occupational injuries & Illnesses.
  • Monitoring and updating the site safety plan and bridging document.
  • Reviewing policy changes with site management and working with site management team to communicate changes to all onsite employees.
  • Performs safety audits periodically both internally and/or with third party auditors.
  • Participates in client & company safety committees.
  • Manages, oversee & executes DER responsibilities for Company Drug & Alcohol Program.
  • Develops, deploys & executes onboarding requirements.
  • Enter and track safety metrics and information, including the input of incident investigations/corrective
actions into our HSSE database software system.
  • Analyze safety data/trends and make improvement recommendations (create reports, charts, and presentations as necessary).
  • Understanding of sites PPE & FRC Garment needs, working with Site Management to decrease cost
impact of safety consumables and budgeting accordingly.
  • Function independently, as well as in a team environment.
  • Daily standard under normal conditions for this position is 60% in the field and 40% in the office.
  • Manage site DOT and DMV authorized drivers list with compliance and transparency.
.Essential Requirements:
  • Administrative review and support of job permits.
  • Preparation and/or guidance with the daily JHA, pre-use inspections, pre-job hazard assessment and
all other pre-job documentation for hazard identification/mitigation – daily implementation of proactive measures for hazard controls identified.
  • Review JHAs completed by craft personnel for quantity and quality.
  • Implement proactive steps for improved safety during job walks, observations, or audits.
  • Participate where applicable in contractor safety meetings.
  • Pre-shift and ongoing work set up and calibration of technical safety equipment (atmospheric monitoring equipment, etc.).
  • Provide onsite representation with regards to customer inspections and audits of jobsites.
  • Monitor and direct employees on the process for substance abuse screens (random and for cause), including providing or coordinating escort to and from the testing facilities/clinic.
  • Monitor and direct employees to the proper process of maintaining an active approved drivers list for the jobsite.
  • Direct support of unplanned jobs, incidents and/or customer requests as needed.
  • Attend meetings as needed to review incidents, inspections, audits, regulatory compliance, client-based
concerns, etc.
  • Collect, archive and when necessary, prepare and ship documentation to the proper location based on record retention procedures.
Daily Responsibilities:

Weekly Responsibilities:
  • Provide and/or coordinate weekly safety training session based on specifically provided themed topics
to crews and supervision at the jobsite.
  • Monitor the need for and coordinate the action of if needed, site employee training per client and/or regulatory requirements, i.e., crane operations, rigging, confined space, site specific training, etc.
  • Review/discuss with site supervision the results and proactive control measures discovered during site
audits.
  • Collect, review and input employee observations (HSOR cards or equivalent)
  • Issue weekly safety performance report to Regional HSSE manager by Wednesday at 5:00 pm
Monthly Responsibilities:
  • Report by the 5th of each month, from the previous month, the Monthly Safety Statistics Report (MSSR)
to Corporate HSSE.
  • Collect, summarize, and report leading indicator data (including, but not limited to employee observations and leadership observations).
  • Follow up with any substandard acts/conditions identified during review of all observations.
  • Collect, summarize and report lagging indicator data (i.e., employee incidents closed, corrective actions
identified and proper reporting in Industry Safe®).
  • Planning and leading monthly site all hands meetings
  • Review and reporting (if applicable) to clients the results of site safety audits/inspections.
  • Provide and/or coordinate additional safety training needs.
  • Review of relevant safety trend analysis.
  • Reporting monthly safety training matrix to site management in a timely manner.
  • Support and coordinate efforts to address any customer needs (i.e., new client best practices and/or new client requirements).
  • Support and coordinate safety incentive programs (i.e., Focus Four and/or client-based programs).
  • Support when applicable based on-site exposures, Workers Compensation Program, and case management.
  • Attend monthly “All-Hands” calls coordinated by Corporate HSSE.
Quarterly Responsibilities:
  • Provide and/or coordinate Focus Four Quarterly Leadership Training curriculums for all site leadership each quarter.
  • Develop quarterly leading & lagging indicator report for distribution to frontline leaders
Preferred Requirements:
  • Degree/certification in Health, Safety and Environmental Management or related science/engineering area preferred; and/or equivalent experience/training leading to the thorough understanding of health, safety and with environmental disciplines.
  • Knowledge of governmental HSE standards, rules, and regulations.
  • Knowledge of client best practices and standards utilized in our work environments.
  • Sound understanding of hazard recognition/mitigation techniques
  • Ability to work with computers and automated information systems for safety.
  • Possess training and presentation skills
  • Must be able to communicate with all levels of the Company, plant employees, contractors, and community.
  • Excellent oral and written communication skills are essential.
  • Travel to and between work-site locations.
  • Job requirements may include the need to work near hazardous equipment and machinery.
  • Able to work well in a highly disciplined team environment.
  • Work independently with limited supervision.
  • Coordinate safety program implementation, management, and refinement.
Physical Activities:
  • Able to wear and use PPE as required to manage job operations.
  • Climb ladders and stairways.
  • Walk jobsites often on uneven terrain.
  • Wear a respirator if required.
Physical Demands:
  • Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering (keyboard), grasping, verbal communication, and hearing.
